POLICY, ENFORCEMENT & OVERSIGHT

Fix Our Shelters is a 501(c)(3) nonprofit working nationwide to restore lawful, full-service municipal animal sheltering.

We hold publicly funded shelters accountable to their statutory obligations and public safety responsibilities. When agencies abandon intake, manipulate data, or shift their duties onto the public, we take action.

Our Work

Legal Enforcement and Accountability
We challenge unlawful restricted intake and service reduction policies that leave animals unprotected and communities at risk. We issue formal legal demands, pursue corrective action, and work with counsel when shelters violate animal protection laws or fail to meet their mandated duties.

Government Oversight and Policy Reform
We engage city councils, county boards, and oversight commissions to demand lawful intake practices, operational transparency, and responsible governance. Public shelters are not private nonprofits. They are taxpayer-funded public safety agencies and must operate accordingly.

Data Investigation and Transparency
We analyze intake numbers, live release rates, euthanasia reporting, and outcome classifications to identify discrepancies between public narratives and operational reality. We publish findings so policymakers and taxpayers can evaluate performance based on facts, not marketing.

Population Control and Breeding Accountability
We advocate for enforceable breeding regulations, accessible spay and neuter services, and proactive population management. Overpopulation is not an accident. It is the predictable result of policy failure. Shelters cannot adopt their way out of unchecked breeding and inadequate sterilization access.

Why This Matters

When shelters restrict intake or avoid enforcement, animals are left on the streets, rescues are overwhelmed, and public safety risks increase. Communities deserve agencies that accept responsibility rather than deflect it.
